Stuart began working at the Census Bureau in 1998. As project manager for the ZIP Code Tabulation Areas (ZCTA) project for the 2000 Decennial Census, he worked extensively with extracts from the Census Master Address File (MAF) and a variety of U.S. Postal Service files to create and review the ZCTAs. In 2007, he became the project manager for the implementation phase of the 2010 Local Update of Census Addresses (LUCA) Program, and worked closely with partners and Census Regional Office staff to coordinate the receipt and standardization of partner-supplied address lists, as well as the use of the lists to update the MAF. Stuart is currently assigned to the Address Programs Management Branch, where his primary focus is on the development and implementation of new address update partnership programs.
